PLANS to turn a hairdressing salon into a fast food takeaway have been refused because it would be too close to people's homes.
Owners of the vacant shop in Campbell Street, Farnworth, had been told to improve the plans after they were rejected last September.
But despite promising to improve the appearance of roll-down shutters on the front, put a bin outside to stop litter, fit a special extractor to cut down on smells, and change opening times, the application was refused again by Bolton planning committee.
Cllr David Wilkinson said he agreed with officers who felt it was too close to residential properties.
And Cllr Norman Critchley said a takeaway would encourage youths to congregate outside and increase anti-social behaviour in the area.
But Cllr Nick Peel said the applicant had done everything asked of him and that a takeaway would "not contribute to anti-social behaviour".
Members voted in favour of refusing the application by a majority of just 10 votes to nine.
